I know, it's a torture device that was used during the Sandinista era on the Miskito coast. They would place the head of their captive and "tweak-it" until the right words came out of the mouth of the poor victim. I think it dates back to the beginnings of the Soviet era. Wouldnt' surprise me if they were using it nowadays to get some extra votes.
