Passive systems are usually less expensive to install, require little maintenance and very little energy. Passive systems use shading and natural venting to keep homes cool. Such systems were used by the Anasazi and Ancient Egyptians. And passive cooling is the normal way to keep homes cool around the Mediterranean and many other parts of the world. Passive cooling systems are not magic but they do require some careful design. Such systems may also require some assistance from the inhabitants of the home. They are quiet and they work very well!

You would probably have to get away from the beach and up higher on the hill tops to get the perpetual wind from Lake Nicaragua to keep those wind generators going. If you had that much electricity, i.e. enough from wind or solar to pump cooling ocean water up to the floor you would probably have enought to use a water to air heat-pump that would turn the cistern into an ice cube. Maybe get some pigs. One of the eco-lodges uses the manure from their pigs to produce methane for gas fired cooking. I have more and better ideas about how to keep out the winter cold but I think that would be for a little farther north.
