There is no Latin American edition of LJ but we have a translator in Spain. It is printed there and I do know they will ship to Latin America.

We are also seriously considering a Spanish edition of TUX magazine (http://www.tuxmagazine.com). As it is a PDF, delivery becomes a lot easier.

Much of the world has figured out that Linux is the only OS they can afford. Or, possibly more important, it does what they need without wasting their money. I have the feeling the US will be the last country to discover that.
