Ecuador issues "licencia obligatoria" for anti-HIV drug

An article in Ecuador Inmediato (Spanish) talks about how Ecuador has issued what is called a "licencia obligatoria" for a patented anti-HIV drug.

Not fully understanding the laws in Ecuador, this is not 100% clear to me but it seems that this is an end-run on the patent because the constitution of Ecuador guarantees universal access to medicine for its citizens. In other words, in Ecuador, the rights of those who live there trump the rights of patent holders.
