CPC

What cities are they most active in and does anyone have any info on the growth rates of this organization? I was there just a few months back and I know that they have big influence in Customs and in the government mid-level jobs. Some government employees are not being paid or paid almost nothing but still working because they have say 17 years on job and want to retire with something. I hear CPC people outnumber Customs officers 4 to 1 within Customs. Hard to believe there could be this many. Also many of the CPC people are 'volunteers' or paid a fraction of what the job has traditionally paid. I know Nicaragua gets 30% of their revenue from Customs (pre-Chavez aid estimate) so like the same reason for robbing banks because thats where the money is. Any informed users here that can elaborate on this growing trend inside or outside Managua?
