UN-REDD Programme to Combat Deforestation

The UN has started a program called Reduced Emissions from Deforestation and Forest Degradation (REDD). From the press release,

Nine countries have already expressed formal interest in receiving assistance through the UN-REDD Programme-Bolivia, Democratic Republic of Congo, Indonesia, Panama, Papua New Guinea, Paraguay, Tanzania, Viet Nam, and Zambia.

Why not Nicaragua? My guess is that the answer is that Nicaragua just "hasn't noticed yet". I am posting this so that Nicaraguan citizens can decide if they want to encourage their government to look into this program.
