Information about a passport application?

My friend is trying to find out if his passport is complete. He lives on the east coast and can not reach anyone over the phone.

Does anyone know how to find out if a passport is complete?

I have looked for information on-line but I have had no luck. He does not want to spend the money to go to Managua unless he knows it is ready. Thank you in advance for any help. Sincerely, Kendra

Sorry about the oversight. He is Nicaraguan and lives in Puerto Cabezas. He just got his Cedula. I read that you could get your Passport in 24 hours but when we went to the office the told us that it would not be read until Sept. He put the application in during the month of August. They told him that they are out of the little books for the Passports. He paid the fee for the 24 hour process (350 cordobas...I think) but has not heard any news yet. Thank you for responding.
