All info is in Spanish and once you've met the requirements, you'd go to the CSE local municipality or cabezera departamental to process it.
Back when I got it in 2001, it took me about 3 months and it was through friends who worked at CSE.

Is Managua the only place to submit the paperwork or do each of the states (?) have a "county seat"? Sorry I don't know the write terminology for the goverenments yet.
That's the word you wanted. If you look on the immigration site, it shows where all the offices are but you can only do the residency process in Managua. If you are Nicaraguan looking for a cédula, you can do it in the other locations.
