Sounds like a good move

When I was in Chancelleria in managua a while back I was really surprized that the office had lights, more than 1 pen per desk, staplers sitting out in plain view, etc., a complete difference from what is typical in the north. They need to upgrade their survices, which should be easy with agencies like Registro that should be paying for themselves anyway with user fees, not bribes.
